Ran across an old tweet by the Executive Director of Freedom of the Press Trevor Timm yesterday. It’s related to the recommendations from the President’s advisory panel on what to do about NSA.

Does this NSA report recommendation imply that NSA is conducting offensive cyber attacks against financial systems?

Recommendation 31:

We recommend that the United States should support international norms or international agreements for specific measures that will increase confidence in the security of online communications. Among those measures to be considered are:

(1) Governments should not use surveillance to steal secrets to advantage their domestic industry;

(2) Governments should not use their offensive cyber capabilities to change the amount held in financial accounts or otherwise manipulate the financial systems;

Note that they are mostly focusing on industrial espionage and cyberattacks that alter the amount in target accounts. Therefore what I am suggesting below is not a slam dunk by any means, but the last phrase leaves a lot to the imagination.

This is interesting to me, because the suggestion that a large part of what is happening is actually that NSA and CIA are actually indulging in some form of insider trading and/or similar financial crimes was one I’ve suspected for some time. In fact, I wrote that up in Wicked Game on 1 August 2013 after suggesting it here some time before that:

Note that that was just the beginning. You’ll find a partial client/tenant list in Chapter 13. Less dramatic examples for using intel for profit for the most part, but some big movers and shakers on that list.

I think it was a short story I wrote in February 2012 that solidified this notion in my head. I was clearly being used for something after leaving the NJSF and the weird PSYOP stuff I witnessed there. The clients and tenants where I worked were the most obvious reasons. Putting together why was what was remained.

Being used to cover for surveillance a la CIA “invisible” handling put me in place as a patsy should the spying be discovered and explains a cooperative program between NSA providing the tech and CIA providing the cover while both benefit from the intelligence.

Simply put, how might that work? As in the chapter example, they could see the internal emails at Philip Morris, for example. Maybe listen in on conversations as well. They would know what they were lying about to Congress and, coupled with timed release of some information, benefit from the stock taking a dump before anyone else knew what was happening. Further, they could share this precious information with oversight and individuals within the administration in order to avoid being told to stop {you see any Sentators going broke?}. I suggest this is still going on and contributes to the “national security” mantra and frenzy that is stonewalling the truth coming out and any sign of the reigns being pulled in on the more abusive aspects. It’s about protecting the most reliable money-making scheme available. Then, if discovered, say that the operative who did it is being punished, has been ruined, while maintaining cover and continuing with business as usual. Doesn’t that sound more like the DC we’re all used to reading about? When accused of wrongdoing they point at Russia like a five year old blaming the baby for the missing cookies.

I suppose if I were to summarize what happened into a simple, easy to understand narrative it would be this: personal financial gain motives had federal agencies using me as a patsy in case they got caught spying on large corporations and others. When it appeared that they might be discovered or actually were, they attempted to burn me via various methods and make it seem to be connected to unrelated scandals and kerfluffles. This latter effort was to help confuse the real motive and to distract from a secondary scandal: the MKULTRA subproject 119 related methods employed to put and keep me in place.

Sounds so simple when I put it that way, doesn’t it?
