Russian version of electronic mind control technology spearheaded by Igor Smirnov. Most notably FBI consulted with Smirnov about possibly using this to talk David Koresh down during the Branch Davidian standoff, but declined to use it reportedly because it wasn’t assured that the results would be positive. The Russian capability, demonstrated in a series of laboratory experiments dating back to the mid-1970s, could be used to suppress riots, control dissidents, demoralize or disable opposing forces and enhance the performance of friendly special operations teams, sources say.

Pioneered by the [Russian] government-funded Department of Psycho-Correction at the Moscow Medical Academy, acoustic psycho-correction involves the transmission of specific commands via static or white noise bands into the human subconscious without upsetting other intellectual functions. Experts said laboratory demonstrations have shown encouraging results after exposure of less than one minute.

Federal law enforcement officials considered testing a Russian scientist’s acoustic mind control device on cultist David Koresh a few weeks before the fiery conflagration that killed the Branch Davidian leader and more than 70 of his followers in Waco, Texas, Defense Electronic has learned.

In a series of closed meeting beginning March 17 in suburban Northern Virginia with Dr. Igor Smirnov of the Moscow Medical Academy, FBI officials were briefed on the Russian’s decade-long research on a computerized acoustic device allegedly capable of implanting thoughts in a person’s mind without that person being aware of the source of the thought.

“It was suggested to us [by other federal officials] that they bring in the FBI, which was looking for a viable option to deal with Koresh,” said a source who participated in the Smirnov meetings who agreed to discussion of the gathering only on condition of anonymity.

“There was a strong interest among the intelligence agencies because they had been tracking Smirnov for years,” the participant said, “and because we know there is evidence the Soviet Army’s Special Forces used the technology during the conflict in Afghanistan.”

Alcohol and drug abuse among Red Army soldiers was so pervasive during the Afghan war that Soviet officials relied upon the technology in preparing troops for missions involving atrocities against civilians.

There are many alleged uses where EMF affects on humans and animals are concerned.

One is the ability to disable a person’s morality center in the brain temporarily.

Named after Dr. Alan Frey, it originally referred to the radio wave auditory or hearing effect, later the microwave auditory or hearing effect. Essentially stimulating the inner ear without bothering the outer ear while modulating the static clicks into intelligible sound. The Frey effect was discovered during WWII experimentation with RADAR and later demonstrated at the University of Utah in 1973, 1974 when professors projected a robotic voice into the heads of the audience. Everyone, US Army, US Air Force, others where various patents are concerned.



While not directly mind-affecting, a device that can project sound can certainly be used for deception. HSS is an invention of Woody Norris where sounds can be projected to an extremely tight target area:

How HSS Works – At the source, in the circuitry of the emitter, audio frequencies are “stirred together,” as Norris puts it, with ultrasonic frequencies and then sent out as a “composite frequency” that is inaudible to the human ear. The sound “hitches a ride on the ultrasonic frequency,” Norris says, which travels in a laserlike beam in whatever direction it is pointed. “And here’s the beauty part,” he says. “The air molecules themselves convert this ultrasonic frequency back down to a frequency that can be heard.” So unlike sound that travels on radio waves and has to be converted by your stereo’s receiver, you simply need to be standing in the path of an HSS beam in order to hear the sound.

And those “other uses” hinted at above? Try subliminal advertising; or suggestive subconscious comments that you don’t really “hear” but can influence decision-making anyway. Or, alternatively, the beam can be ramped up to 11 and just kill you outright. WIN!

The device – dubbed MEDUSA (Mob Excess Deterrent Using Silent Audio) – exploits the microwave audio effect, in which short microwave pulses rapidly heat tissue, causing a shockwave inside the skull that can be detected by the ears. A series of pulses can be transmitted to produce recognisable sounds.


Potential harassment uses for microwaves are many.

There is, however, a growing perception that microwave irradiation and exposure to low frequency fields can be involved in a wide range of biological interactions. Some investigators are even beginning to describe similarities between microwave irradiation and drugs regarding their effects on biological systems. For example, some suggest that power density and specific absorption rate of microwave radiation may be thought of as analogous to the concentration of the injection solution and the dosage of drug administration, respectively. Clearly, the effects of microwaves on brain tissue, chemistry, and functions are complex and selective. Observations of body weight and behavior revealed that rats, exposed under certain conditions to microwaves, eat and drink less, have smaller body weight as a result of nonspecific stress mediated through the central nervous system and have decreased motor activity. It has been found that exposure of the animals to one modality of radiofrequency electromagnetic energy substantially decreases aggressive behavior during exposure. However, the opposite effects of microwaves, in increasing the mobility and aggression of animals, has also been shown for a different exposure modality.

Air Force official says nonlethal weapons should be used on people in crowd-control situations.

Nonlethal weapons such as high-power microwave devices should be used on American citizens in crowd-control situations before they are used on the battlefield, the Air Force secretary said Tuesday.

Domestic use would make it easier to avoid questions in the international community over any possible safety concerns, said Secretary Michael Wynne.

If we’re not willing to use it here against our fellow citizens, then we should not be willing to use it in a wartime situation,” said Wynne. “(Because) if I hit somebody with a nonlethal weapon and they claim that it injured them in a way that was not intended, I think that I would be vilified in the world press.”

The Air Force has funded research into nonlethal weapons, but he said the service isn’t likely to spend more money on development until injury issues are reviewed by medical experts and resolved.

CIA’s research project of behavioral modification, really an umbrella that contained over 140 subprojects. It had Department of Defense backing and assistance and was centered at Fort Detrick, Maryland. Many subprojects related to drugs such as LSD and other substances as well as how to weaponize them and get them into targets. A few also centered on the psychology and sociology of African-Americans, children, and youths and what determines how people vote. Very little is known about the discoveries from much of this research due to Richard Helms ordering all relevant documentation destroyed and the CIA’s success in keeping many of the names of the individuals and organizations involved out of public domain during and subsequent to the 3 August 1977 hearings.


Of note where electronics are concerned is subproject 119 “Telecontrol – Texas Christian [University].” From scant documents that survived and made available, seems to have been attempt to round up literature regarding the general idea of electronic control of living beings.

However, this would seem to contradict the vague reference found by John Marks through FOIA, where he discovered the following quote in another CIA memo and included it in his book, The Search for the Manchurian Candidate:

the feasibility of remote control of activities in several species of animals has been demonstrated… Special investigations and evaluations will be conducted toward the application of selected elements of these techniques to man

There is almost no direct reference to 119 in the 1977 Senate hearings, and what there is is so vague as to say it was not discussed at all.

Weapons designed to incapacitate or to have some other temporary effect rather than killing or destroying the target outright. Psychotropic weapons generally and voice-to-skull devices specifically fall under this heading.


A Navy wave spectrum experiment done for entirely different reasons, one accidental result discovered is that the effects of drunkenness can be created. See also “ELECTROMAGNETIC FIELDS, EMFs,” above. US Navy.

Project SANGUINE – Ostensibly created by US Navy to study ELF and create SHELF (Super Hard ELF) The Naval Aerospace Medical Research Laboratory in Pensacola, Florida, in the course of their tests carried out in Project SANGUINE, in Clam Lake, WI, discovered that exposure to the magnetic field component in the SANGUINE antenna – within ELF field of 45 to 74 Hz. – produced stress identical to gross alcohol consumption. Catch-all term for various means of affecting human behavior. This was investigated by Congress in 1984:


The videotapes of this program that employ subliminal stimuli also employ relaxing, lilting background music to lull the viewer into a relaxed, almost trance-like state. It now appears that such an altered state of consciousness is precisely what Budzynski and others have found conducive to “…a loosening of the reality-oriented frame of reference and a suspension of the critical cognitive faculties. Moreover, evidence from several areas of research, including sleep, sleeplearning, arousal level, sensory deprivation, hypnosis, attitude change, altered states, and psychotherapy supports the concept of hypersuggestibility.” For example, Barber [“Experiments in hyonosis”, Scientific American, 1957, 196, 54-61.] was able to show that subjects were just as suggestible when in a light sleep or in a drowsy condition as when hypnotized.

In extensive research, [L.H.] Silverman (1976) has demonstrated that verbal stimuli associated with conflictual wishes or symbiotic fantasies have brought about behavior change.

Every single aspect of human sensation, perception, emotion, and behavior is regulated by brain activity. Thus, having the ability to stimulate brain function is a powerful technology.

Recent advances in neurotechnology have shown that brain stimulation is capable of treating neurological diseases and brain injury, as well as serving platforms around which brain-computer interfaces can be built for various purposes. Several limitations however still pose significant challenges to implementing traditional brain stimulation methods for treating diseases and controlling information processing in brain circuits.

To overcome … limitations [of similar technologies], my laboratory has engineered a novel technology which implements transcranial pulsed ultrasound to remotely and directly stimulate brain circuits without requiring surgery. Further, we have shown this ultrasonic neuromodulation approach confers a spatial resolution approximately five times greater than TMS and can exert its effects upon subcortical brain circuits deep within the brain.

The research is primarily directed toward creating a helmet for soldiers to be able to react faster via computer. However, other applications, a la yes absolute control of a human being, are clearly possible if they overcome the need for close range devices.

That means “overlaying” data on the brain using ultrasound. It could be senses, emotions, thoughts, or motor commands. SONY’s interest is apparently in an immersive game system. Imagine corporate “spam” and political party ideology piggybacking on those signals, with or without your knowledge and consent.

Possibly a catch-all for anything like one-directional synthetic telepathy. According to a mirror copy at the Federation of American Scientists’ website, the US Army’s Center for Army Lessons Learned {CALL} at one time had it defined on their website. This included subliminal use, which means it can be used in such a way that the unconscious brain could detect and interpret the sound without the target being consciously aware of it. Circumstantial evidence regarding a possible coverup of this technology can be found here on the Voice-to-Skull tab at top showing that it no longer appears in the CALL lexicon and other possible reactions from the Pentagon on this and similar matters. Nonlethal weapon which includes (1) a neuro-electromagnetic device which uses microwave transmission of sound into the skull of persons or animals by way of pulse-modulated microwave radiation; and (2) a silent sound device which can transmit sound into the skull of person or animals. NOTE: The sound modulation may be voice or audio subliminal messages. One application of V2K is use as an electronic scarecrow to frighten birds in the vicinity of airports.
